Mid Herts Rural Minors League
General Meeting 31st March 2015

Dear Member Clubs,

There is a Mid Herts Rural Minors League General Meeting on Tuesday the 31st of March 2015, at The Shamrock Club, RidgewayWelwyn Garden City, AL7 2AD, which starts at 8.00 pm.

A copy of the Agenda, minutes from the previous meeting and the latest accounts are attached.

Can I please remind all Clubs of the following:-

Teams that have trophies which were won at the League Cup and League Shield Finals last season, can they please ensure that they have had them engraved and return them to the Committee at this meeting.


Teams that were awarded shields at the League’s Presentation last year also need to return these to the Committee at this meeting.


The small bar will be open from 7.30pm for beverages.


Club Secretaries are reminded that if they are unable to attend, a representative from their Club must attend instead; failure to attend will result in a fine of £50.00 being charged under Rule 5(P).

U7 Festival

Dear Member Clubs,


The Mid Herts are pleased to inform all Member Clubs that we will be hosting an end of season U7 Festival at Harlow Town Football club on Saturday the 2nd of May 2015.

The Festival will be split into 2 sessions; morning and afternoon to enable as many U7 teams that are affiliated to our League to participate.

League Update

Dear Member Clubs,


Sorry but this is going to be a bit of a long Update and can I please ask that you pass this on and that everyone is encouraged to read all the contents.


Bad Weather


As you will all appreciate the Committee have been kept very busy in recent weeks with postponements and moving matches and possibly have yet another busy weekend ahead of them.


Please, please carry out your pitch inspections as early as possible and if your pitch is not playable contact your opposition by TELEPHONE to see if you can reverse the fixture. As stated at the last League meeting,  DO NOT USE EMAIL it  cannot be relied upon that Managers or Referees receive emails, pick up the phone.


Last weekend, yet again, we had a couple of teams that had set off for their fixtures because an email had been sent. I am sure if it were you that travelled to find out it was cancelled you would not be happy! Also if the phone had been used some teams could have switched fixtures.

 

Do not advise your team that the match is off until you have checked that the opposition do not have a pitch! I f teams do not reverse fixtures when there is the facility, please bear in mind when you are playing mid-week or a double header that it could have been avoided if you had switched when asked.


As you are all aware if a Cup is not played it is moved on to the next week. We have League Cup/Shield and Divisional Cup matches all running into each other which is a logistical nightmare for the Committee. From now on League Cup/Shield will take priority over Divisional Cups. Please therefore check on a Sunday evening as to whether your fixture has changed.


Referees


As usual the League are getting a lot of grief over not having a referee.


Cup games do take priority over League games. This week we have experienced teams complaining that they do not have a Referee on their Cup game but league games are covered. There is a simple answer to this, we do not have enough Referees in certain areas to cover certain age groups.


Please remember to add your Kick Off times and stagger them if you have more than one team at home, as this will assist greatly in maximising Referee coverage.


Our Rules are quite clear on referee allocations. Please familiarise yourself with Rule 13.


Registrations


We would inform you that the window closes at midnight on the 28th of February for any new registrations or transfers for this Season.


Easter


We would inform you that there will be no fixtures on Easter Saturday or Easter Sunday the 4th and 5th of April 2015.


If you are behind and want to play on either of these dates over Easter, please find a team to play and let your Fixture Secretary know and we will also do our best to find you a referee.


Mini-Soccer and 9v9 Fixtures


The last weekend for mini-soccer and 9v9 fixtures will be the weekend of the 25th and 26th of April.


Next League Meeting


The next League Meeting is scheduled for the 31st of March 2015 at 8.00 pm at The Shamrock Club in Welwyn Garden City.

Finals


All final days are now on Mitoo so please ensure you check the dates. We will get kick off times up as soon as practically possible but I am sure you will realise that a lot of work goes into the planning especially for the Divisional Cup Finals at The Hive.


If you win your semi-final please be proactive and arrange for a team photograph to be taken, as you will be asked nearer the time for a team picture and write-up for the programmes.


Presentation Day


We would remind you that the Presentation Day is Sunday the 7th of June 2015 at Broxbourne Civic Hall where all winners and runners up for the U13 upwards are expected to attend. If you do not attend, the League will NOT be providing trophies. This is a very special occasion for the League and a special day for those that have won or come runners up.


There will also be Sportsmanship Awards from U9 upwards that will be awarded based on the marks that other Clubs and Referees have given during the season.


I hope I have not bored too many of you but it is really important that everyone works together at this time.

U9 - U12 Divisional Cups
Dear Members,

Our first round of the Mid Herts Rural Minors League ORC Divisional Cup matches start this weekend.

Please could I ask Club Secretaries to pass the following information on to their teams who are taking part in this competition.

To see your fixtures as some teams will have got a bye in the first round log on to Mitoo and select competition i.e. ORC U9 Emerald Division Cup then click on Knock-Out History which is in one of the tab boxes to the left of the competition, this will then show you all the games within that Divisional Cup.

The Team Sheets for both teams for each fixture will be emailed out prior to the fixture to avoid confusion of who is eligible to play.

ORC Division Cup U 9’s & U10’s
All mini-soccer rules apply; each team may take a maximum of 10 players to a match, all of whom must play a minimum of 50% of the match.

If at the end of full-time the Cup match is a draw, then extra time shall be played:
5 minutes each way.

If after extra time the match is still a draw then ‘Penalties’ shall be taken from the penalty mark as per referees chart penalties (i.e. best of 3,  then sudden death).

ORC Division Cup U11’s 9 V 9
All 9 v 9 rules apply; players taken to a match must play minimum of 50% of the match

If at the end of full-time the Cup match is a draw, then extra time shall be played:

If after extra time the match is still a draw then ‘Penalties’ shall be taken from the penalty mark as per referees chart penalties (i.e. best of 5,  then sudden death).

Reporting Cup Result
Please can I remind clubs/teams that under Rule 11 (B) teams must email or text the results of their cup match to their relevant age group fixture secretary on the day of the match by 6pm.  Teams who fail to do this shall be fined.

When emailing or texting in the cup results please lets us know the full time result, i.e. goals scored, if your match should go to extra time or penalties, please state these goals as well.  Once the results have been received by the relevant Fixture Secretary, the result will be updated on Mitoo, this will then allow the Cup match to be moved on to the next round.
The Result Card should be completed in the usual way on Mitoo except, you will be unable to put in your final score in the usual way.  You can input your goal scorers, but you will be given a warning that goals should add up to nil.  Please ignore this comment as the Committee will be confirming the result.

League Update
Dear Members,

Firstly would like to wish you a very Happy New Year.

U7 Age Group

We would like to wish all players participating in their first arranged League fixture this weekend good luck and we hope they all have an enjoyable time.

Kick Off Times

We would like to remind all Clubs that the agreed Kick Off times under the League Rules are anytime between 10.00 am and 3.00 pm. If teams require an earlier kick off, then permission from the League must be obtained in the first instance.

Adverse Weather Conditions

As you are no doubt aware we are experiencing a lot of postponements due to unplayable pitches. Please can we ask that you try to reverse the fixture and should you not be able to, Managers should contact their Fixture Secretary.

If a Cup game is postponed then it will be moved on to the following week where possible.  It is especially important that the U13 -U18 age groups, keep a constant check on Mitoo for changes to fixtures after each weekend.

U9 - U12 Divisional Cups

Team Sheets were sent out for completion on the 28th of December. We have had approximately 75% returned. Can you please chase all teams and remind that they need to be completed ASAP and need to be returned to me by this Saturday (10th) evening at the latest.

The fixtures start on the 17th of January for the U10 and U11 age groups and 18th of January for the U12 age group. Please check Mitoo and if you do not have a League game then it is more than likely that you have a scheduled Cup game that cannot be released due to the fact that we have not received both team sheets for the game.

Clubs will also be getting an individual email informing them which team sheets have not yet been received, this will be by age group.

Divisional Cups
Divisional Cups

The draws have now taken place for the U9, U10, U11 and U12 Divisional Cups. The first round for some of these Divisions are planned to take place on the 17th of January 2015.
Team Sheets have been sent out to all Club Secretaries so please contact them if you have not received them.

All the details you need to complete the team sheets can be found on Mitoo using your password for your team or alternatively on the players registration cards. Once these team sheets have been submitted you will be unable to change the boys/girls between the teams for the Divisional Cups only.

Please remember that in respect of the Under 9 and Under 10 age groups although your squad can be up to a maximum of 12 players you are only allowed to take 10 players to any cup match including the finals.

League Update

Dear Member Clubs,


We would inform you that we have now finished the realignment of the U8, U9, U10, U11 and U12 age groups and fixtures have now been released for the first two weeks in January. Please check to see if this affects your team.

The Divisional Cup draws will be made over the next week in respect of the U9 to U12 age groups, we hope to start the first rounds towards the end of January.

In respect of the U13 upwards, there are many changes to fixtures on 4th January due to postponed cup matches being moved so please check your fixtures.  Please could kick off times be updated as soon as possible to allow referees to be allocated.

The first couple of rounds of the Divisional Cup for U13 to U16 have now been released on Mitoo.

Club Linesman Workshop

Dear Club Secretary,


The Mid Herts Rural Minors League are pleased to be able to inform you that we have arranged a Club Linesman Workshop to help your willing volunteers learn a little bit more about how to “run the line”.

The Workshop will be delivered by Hertfordshire FA’s Referee Development Officer (and ex Premier League and FIFA Assistant Referee) Phil Sharp.

We have booked the main hall of the Shamrock Club in Welwyn Garden City for this on Thursday 29th January 2015 from 7.30 to 9.30pm. The doors will be open from 7.15 pm

Please pass this information onto your team managers who need to find a linesman each week. The Workshop is intended for the adult volunteers who need the help. It is not designed for already qualified Referees or for players who would like to become Referees. It is genuinely aimed at the keen adults who would like some helpful advice. Therefore, there is a minimum age of 18 for attendees.   Knowing Phil, the evening will be fun, informative and active!  We are sure everyone who attends will learn a lot and have a good time. Participants do not need to bring anything along,  everything will be provided.

In order to book a place, please ask your Club Linesmen to contact Gordon Marshall our Referee Development Officer by email on ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it ). We want individual bookings please and we will not accept a block booking from Clubs. Although there will be no charge for the Workshop, the League hopes that people who book to attend actually do so, as non attendance deprives a place for someone else that wanted to be there.

Places are limited so make sure the applications are sent in as soon as possible.  Full details will be sent directly to participants.

If the Workshop is popular, we will aim to repeat it, possibly at another venue.
