Club Linesman Workshop

Dear Member Clubs,


The Mid Herts Rural Minors League are pleased to be able to inform you that we have arranged another Club Linesman Workshop to help your willing volunteers learn a little bit more about how to “run the line”.


The Workshop will be delivered by Hertfordshire FA’s Referee Development Officer (and ex-Premier League and FIFA Assistant Referee) Phil Sharp.


We have booked the main hall of the Shamrock Club in Welwyn Garden City for Thursday the 17th of September 2015 from 7.30 to 9.30pm. The doors will be open from 7.15.


Please pass this information onto your team managers who need to find a linesman each week. The Workshop is intended for the adult volunteers who need the help. It is not designed for already qualified Referees or for players who would like to become Referees. It is genuinely aimed at the keen adults who would like some helpful advice. Therefore, there is a minimum age of 18 for attendees.


Knowing Phil, the evening will be fun, informative and active! I’m sure everyone who attends will learn a lot and have a good time. Participants do not need to bring anything along as everything needed will be provided.

We will only accept individual bookings please and we will not accept block bookings from Clubs.


Although there will be no charge for the Workshop, the League hopes that people who book to attend actually do so as non-attendance deprives a place to someone else that wanted to be there.


Places are limited so make sure the applications are sent in as soon as possible.


Full details will be sent directly to participants.


If the Workshop is popular, we will aim to repeat it, possibly at another venue.

League Update
Dear Member Clubs,

Firstly a message from the Herts FA to all Clubs that still need to Affiliate or complete their Affiliation.

"Next week is the ultimate deadline for clubs to enter our County Cup competitions. If you have not paid for your affiliation by Friday 17th July then the club will be unable to participate in the County Cup.

Constitution 2015/2016

We would advise that the League received numerous appeals and where possible the Constitution has been amended. Where an appeal has not been successful the results of that team will be monitored closely over the first few weeks of the season and we will move any of these teams if we feel that they are placed in incorrect divisions. We also reserve the right to move any teams that were successful with their appeal should they turn out to be in the incorrect division.

This has resulted in a couple of larger divisions than we would have liked for the published age groups. We will therefore be looking to put up midweek fixtures at the start of the season and would ask that all Managers co-operate with their Fixture Secretary.

The Constitution for the coming season has now been set and a copy has been sent to the Herts FA, they will now check to make sure all Clubs who have joined our League have affiliated to a County FA.   Please can I remind clubs that you need to affiliate every year to a County FA, any Club who is found not to have affiliated will be suspended from playing football.  As a league we will be in breach of FA Rules if we let clubs play without being affiliated to the FA.

Please can I remind Club Secretaries that if you have changed your team names since affiliating with your County FA you must inform them of any new team names.  If Clubs  have added new teams since affiliating with their County FA, please remember to let your County FA know or your new teams will not be covered by the FA Insurance.  Your County FA needs to know about all teams from Under 7’s through to Under 18’s.

If we are notified that Clubs are using a different team name by their County FA, we will have no option, but to change the Constitution to reflect this and to pass on any fines we receive to the clubs concerned.  If the teams concerned then need their MHRML registration cards reprinted with the new name, it will be at a cost to the club of £2 per card.
A copy of the Constitution for 2015-2016 is attached for clubs; please can I ask clubs to check that we have the correct team names for your teams. If you notice any discrepancies please can you email me, so I can make the changes before Mitoo is published.  
In respect of our non-published leagues the fixture secretaries will be reviewing the results from our non-published leagues on a regular basis.  We want children taking part in these leagues to develop their football skills, be able to take part whatever their ability and have the opportunity to feel success.  Teams will be moved up and down during the season in order to meet these objectives.
There will be no more changes to the Constitution now, unless it is a team name change, all the appeals have be heard by three Members of the Committee and a decision has been reached and no further appeals can be submitted.
We will not be accepting any more 11-a-side teams for this coming season, but if clubs wish to add more non-published league teams please contact me to discuss when the League will do its best to facilitate your requirements.

League Update
Dear Member Clubs,

Our Rules have today been Approved by the Herts FA and I have attached a copy for your information which should be passed on to all Managers/Coaches, a copy will also be available on the Mid Herts website www.midherts.com.

I would point out that there has been a further MANDATORY Rule change added under Rule 10b which relates to the allowed playing times in all competitions for all age groups.

Also attached are the dates of the various meetings which can I please ask that you put in your diary. Further details will be provided nearer the time.

MHRML - Draft League Constitution 2015-2016

Dear Member Clubs,


Please find attached a copy of the Draft Constitution for this coming Season 2015-2016.

If Clubs have any queries or wish to appeal against where teams have been placed, can they please email This e-mail address is being protected from spambots. You need JavaScript enabled to view it . All correspondence must be through the Club Secretary and in writing. The deadline for any queries/appeals is Wednesday the 7th of July 2015. All appeals will be dealt with by Neil Kimsey (Chairman), Lee Jones (Deputy Chairman) and Carole Marshall (U16/U18 Fixture Secretary) and the final Constitution will be issued by the 17th of July 2015.

In respect of the non-published age groups Under 8's - Under 12's. Some new divisions have been added due to the number of the teams at the age group so your colour group may have changed to what you was expecting. The Management Committee will move teams as the season progresses to ensure teams are in an appropriate division for their level it may also be in a couple of the age groups that another division is added in October half term.

Published age Groups Under 13's - Under 18's, new clubs/teams and newly promoted and dropped teams will be closely monitored by the Fixture Secretaries throughout September and early October, if any of these teams are found to be winning or losing heavily then again these teams will be moved into another division.

Can I ask Club Secretaries to check the Constitution to make sure that we have the correct team names listed, if you can email me with any team names that are missing or if any corrections are required at This e-mail address is being protected from spambots. Please can I remind Clubs that the team names that are listed with the League must be the same team names as registered with the County FA they are affiliated to.

2015 League AGM
Dear Member Clubs,

Clubs are reminded that they may send only two delegates to the AGM on Thursday 25th June.  Each Club shall be entitled to one vote.

When clubs arrive, please can they ensure they sign in and hand in last season’s registration cards to the Management Committee.

Please find attached a copy of the Mid Herts Rural Minors League Accounts as 31st May 2015, for your perusal, the accounts have been verified and signed off by a Chartered Certified Accountant.  If you have a query please can I ask you to put them in writing by email to This e-mail address is being protected from spambots. Copies of the minutes from 27th June 2014 AGM are attached and a list of the Election of Officers and Committee members for next season.  We have had 3 new volunteers kindly step forward this year to help on the Committee, Steve Reid, Jim Robinson and Rob Frowd.

A copy of the AGM Agenda for the 25th June 2015 is also attached.

The Rule Proposals have been sent under a separate email to member clubs, to enable them to vote on Rule proposals at the AGM.

Dear Member Clubs,

 

The end of our Season is now fast approaching and we hope that you have all had an enjoyable Season albeit very frustrating at times due to the weather.

Divisional Cups

 

Can I please remind any teams that are planning to come by coach to The Hive that have not contacted me, to let me know asap as I need to keep The Hive fully informed.


Presentation Day

 

This years Presentation Day is being held on Sunday the 7th of June 2015 at the Broxbourne Civic Hall and all invites will be sent out in due course.

General Meeting 31st March 2015

Dear Member Clubs,

There is a Mid Herts Rural Minors League General Meeting on Tuesday the 31st of March 2015, at The Shamrock Club, RidgewayWelwyn Garden City, AL7 2AD, which starts at 8.00 pm.

A copy of the Agenda, minutes from the previous meeting and the latest accounts are attached.

Can I please remind all Clubs of the following:-

Teams that have trophies which were won at the League Cup and League Shield Finals last season, can they please ensure that they have had them engraved and return them to the Committee at this meeting.


Teams that were awarded shields at the League’s Presentation last year also need to return these to the Committee at this meeting.


The small bar will be open from 7.30pm for beverages.


Club Secretaries are reminded that if they are unable to attend, a representative from their Club must attend instead; failure to attend will result in a fine of £50.00 being charged under Rule 5(P).
